Copied from HouseBot's help file:
HouseBot Generic Serial Device Plugin Overview

The HouseBot Generic Serial Device Plugin provides a configurable method for communicating with hardware attached to the computer Serial (RS-232) port. The Generic Serial Hardware Device is complimented by the Generic Serial Hardware Interface. For more information on using the Hardware Interface, see the on-line help for the Generic Serial Hardware Interface.

The Generic Serial Device Plugin uses Device Definition files to store specific device configuration information. The Device Definition files store the Property and Property Value configuration for a particular Device. Therefore, unlike most Device Plugins, there is no option when creating Devices to create a "Generic Serial Device" in the "Create New Device" window.

Follow the steps outlined in Configuring the Generic Serial Device section for more details.
