The property manager has a few usability issues:
1. Long property values can't be seen past a certain point. I have some pretty long value names as imported from Girder.
2. When deleting properties, it jumps back to the beginning of the list. I need to delete several properties values after importing from Girder and this makes it tedious.
Suggestions:
1. Add either a tooltip, a horizontal scroll bar, make the listbox wider, or make the entire dialog growable.
2. Try to maintain the listbox position after deleting an item.
3. Add keyboard accelerators to the various controls (this could be a request for this for the entire package )

While You're at it..
How about making the property manager dockable so it can dock at the bottom of the layout editor or elsewhere so it can always be visible but doesn't have to be moved around.
Something like the properties editor in .NET, VB and etc. would work nicely.

Do you really use the Property Manager that much? One of the reasons that it is so clunky is because I never really use it myself (of course I just add stock Properties to the core).
I've taken some of your ideas and reworked the dialog a bit to make it more user friendly. You'll see this in the next release.
