Panel editing features

Allow the arrow keys be used to move controls arround. This would enable more precise placement than mouse dragging alone. Use the Delete key to delete the selected control. Use the Insert key to Duplicate the selected control. Simple additions but speeds up work alot.

This has come up before. I can't remember why, but something always trips me up when trying to implement it. I'll add it back to the list.



For fine alignment of the controls, you can use the up/down arrow keys to increment/decrement the position if your cursor is in one of the position edit controls.
