Home automation in Europe

I live in Europe.
I would like to make the following:
1. control my lights (on, off and dimmer)
2. have same motion detectors
3. have 2 or 3 cameras so when a motion detector is set to on then the camera record for same minutes.

What technology do you think that i have to use.
I would like to use Insteon but it is not available in Europe.
I would like to use z-wave but i can't find any wall switch or dimmer.

What other users in Europe use?

For lighting control I use Rako Controls from the UK (http://www.rakocontrols.com/). The dimmers work with RF and are easy to retrofit into an existing installation.

They offer the RAV232 interface to control the lights via RS232, so it is easy to control them with Housebot using the Generic serial interface.
