Resize Image to percetage

Right now an Image can be set to be displayed at the original size, or an Image can be set to resize to a certain width and height.

I would very much like to have the option to resize to a certain percentage.

I am building a movie page in my theme that displays rating images from meedio. The PG13 image is long streched whereas the 18 image is a circle. This makes it hard to set the resize option because it will deform at least one of the two images whereas a resize to percentage won't.

As a work around I could resize the images using a paint program and then display at the newly saved original size.
