Theme editer Panel Enter and Exit List

Scott;
When I have the Enter List tab from the properties of a panel open and then switch to another panel, it moves to the Exit List tab. I would expect it to stay on the same tab the previous panel was on. And then when switching again to the next panel, all of a sudden the General tab gets selected. This seems a bit inconsistent to me. I would want the chosen tab to remain selected during panel changes.
If there is a reason for this, please explain...
