I am looking for a way that in a task I can check the enabled state of devices and tasks and be able to change that state.

I would have thougt it would just be one of the properties that could be accessed but it does not seem to be.

I think you need to look into using a Mode to do this. I don't have much experience with these, but you could have a "HOME" and "AWAY" mode such that only tasks or devices that are needed when you aren't home would be enabled once you changed to the "AWAY" mode. They would be disabled when you switched to the "HOME" mode.
