For images added to a theme, is their layering (ordering) always reflective of the order in which they were added to the theme (i.e., first image is always the bottom-most layer)? If so, is this true whether the image is static or dynamic?

It should be controlled exclusively by the layer # configured on the "Layer" tab for the image. Should be the same for dynamic too.... let me know if it's not.
